USDA - The Emergency Food Assistance Program (TEFAP) is a Federal program that helps supplement the diets of low-income needy people, including elderly people, by providing them with emergency food and nutrition assistance at no cost.
Under TEFAP, commodity foods are made available by the U.S. Department of Agriculture to States. States provide the food to local agencies that they have selected, usually food banks, which in turn, distribute the food to soup kitchens and food pantries that directly serve the public. In Michigan, food banks distribute the products through the emergency pantry system and Community Action Agencies distribute food boxes at area distributions sites. In FY 2002, TEFAP provided almost 20 million pounds of groceries, the equivalent of 20 million meals.
